§ 290. Establishment of community facilities and programs for the\nelderly. The local legislative body of a city, town or village may, by\nresolution, determine to establish, construct, equip, maintain and\noperate for such city, town or village, a facility for housing, or for\nother residential or non-residential use of the elderly citizens of the\ncommunity and for the operation and provision of health, recreational,\nvocational and other programs and services for such citizens.
