§ 239-b. Definitions. As used in this article and unless otherwise\nprovided:\n 1. "Municipal legislative body" means the town board of a town, the\nboard of trustees of a village; the board of aldermen, common council,\ncouncil or commission of a city; and other elective governing board or\nbody now or hereafter vested by state statute, charter or other law with\njurisdiction to initiate and adopt local laws or ordinances.\n 2. "County legislative body" means the board of supervisors of a\ncounty, the county legislature, the county board of representatives, or\nother body vested by its charter or other law with jurisdiction to enact\nlocal laws or resolutions.\n 3. "Municipality" means a city, village, or that portion of a town\nlocated outside the limits of any city or village.\n 4
