§ 144. Parks, playgrounds and libraries to be free. All parks,\nplaygrounds and libraries existing under this article shall be free and\nopen to the public for use and enjoyment, subject only to such\nreasonable rules and regulations as the trustees from time to time shall\nadopt and promulgate.\n
