§ 139-c. Sheltered workshops. Any municipal corporation may equip and\nmaintain sheltered workshops established by any non-profit organization\nchartered by the board of regents and approved by the state education\ndepartment for the purpose of providing suitable training and retraining\nfor work for persons who, because of age, chronic physical illness or\nimpairments, cannot find training, retraining or remunerative work\nelsewhere. The state education department shall make such rules and\nregulations for the operation and use of such sheltered workshops as may\nbe necessary to carry out the purposes of this act, except that such\nrules and regulations shall not contravene rules and regulations to be\nmade by the department of labor with regard to wages, hours of work,\nconditions of w
