§ 119-d. Contracts. Any municipality authorized herein to construct\nand develop drainage facilities in excess of its own needs is hereby\nempowered to enter into contracts for such periods as it may deem\nnecessary but not in excess of forty years. Such contracts may contain\nprovisions for establishment and revision of charges for conveyance and\ndisposing of storm water and other surface and sub-surface waters so\ncollected and for adjudication of disputes.\n
