§ 21-d. Establishment of blood credit systems by cities.

1.Every\ncity shall have the power to establish by executive order of the mayor\nor by resolution of the local governing body, a blood credit system for\nthe purpose of providing blood and related benefits for employees of\nsuch city or of any corporation, agency or institution receiving\nfinancial support from such city, and the families or dependents of such\nemployees, as defined in such executive order or resolution. Such\nexecutive order or resolution may:\n (a) Establish the eligibility requirements for and the terms and\nconditions of membership in such system;\n (b) Prescribe the method of organization of the system;\n (c) Fix the cost of membership, to be paid either in money or blood\ndonation;\n (d) Prescribe the b
