§ 140. Establishment of hospitals. A city of the first class shall\nhave power whenever its board of health shall deem it necessary for the\npromotion of the health of its inhabitants, to establish, equip and\nmaintain, outside of its corporate limits, and not within the limits of\nany other city or any village, a hospital or hospitals for the regular\ntreatment of the disease known as pulmonary tuberculosis.\n
