§ 102. Negotiation of bill of lading when goods are not in common\ncarrier's possession. Any person who with intent to deceive negotiates\nor transfers for value a bill of lading knowing that any or all of the\ngoods which by the terms of such bill of lading appear to have been\nreceived for transportation by the common carrier which issued the bill\nof lading, are not in possession or control of such common carrier, or\nof a connecting common carrier, without disclosing this fact, shall be\nguilty of a misdemeanor.\n
