§ 101-a. Legislative findings and determinations. The legislature\nfinds and determines that the banking, insurance and financial services\nindustries constitute a critical sector of New York state's economy.\n The legislature also finds and determines that responsive, effective,\ninnovative, state banking and insurance regulation is necessary to\noperate in a global, evolving and competitive market place.\n The legislature additionally finds and determines that this\nlegislation is necessary to modernize and transform the present state\nbanking department and state insurance department into a new integrated\ndepartment of financial services.\n
