§ 616. Issuance of summons. On the filing of a petition under this\npart, the court may cause a copy of the petition and a summons to be\nissued, requiring the parent to show cause why the court should not\nenter an order committing the guardianship and custody of the child to\nthe petitioner for the reason that the child is permanently neglected.\n
