  § 980. Definition. For purposes of this article, "workforce\npreparation program" shall mean a program that provides targeted\neducational, occupational or training services for the purpose of\neffecting the employability of the participant, provides training or\nemployment services, supports an economic development activity by\nenhancing the skills of the state's workforce, prepares individuals for\nemployment, improves opportunities for individuals to become employed,\nor promotes understanding of the state labor force market through\nstatistical studies.\n
