§ 91. Rules. Subject to and in conformity with the provisions of the\nconstitution and laws of the state, the secretary of state may adopt and\npromulgate such rules which shall regulate and control the exercise of\nthe powers of the department of state and the performance of the duties\nof officers, agents and other employees thereof.\n
