§ 58-0903. Programs, plans and projects.\n 1. Eligible water quality improvement project costs include, but are\nnot limited to:\n a. costs associated with grants to municipalities for projects that\nreduce or control storm water runoff, using green infrastructure where\npracticable;\n b. costs associated with projects that reduce agricultural nutrient\nrunoff and promote soil health such as projects which implement\ncomprehensive nutrient management plans, other agricultural nutrient\nmanagement projects, and non-point source abatement and control programs\nincluding projects developed pursuant to sections eleven-a and eleven-b\nof the soil and water conservation districts;\n c. costs associated with projects that address harmful algal blooms\nsuch as abatement projects and projects f
