§ 55-0109. Special groundwater protection areas; nomination.\n 1. Any municipality or person may nominate a special groundwater\nprotection area within a federally designated sole source aquifer\ncontained within counties having a population of one million or more.\n 2. Such a nomination petition shall be sent to the commissioner and\nshall include the following information:\n (a) whether the special groundwater protection area is a recharge zone\nfor groundwater with a present or future water supply potential;\n (b) whether the special groundwater protection area is largely\nundeveloped with tracts of natural vegetation, or natural geological\nconditions;\n (c) whether the groundwater which is recharged through the special\ngroundwater protection area is of high quality;\n (d) wheth
