§ 29-0509. Aid to local governments.\n No later than the first day of April, nineteen hundred eighty-seven,\nthe department shall submit to the legislature and the governor a report\nrecommending appropriate forms of state aid to local governmental units\nwithin the boundaries of which any low-level radioactive waste\nmanagement facilities may be located. Such report shall be developed by\nthe department and shall:\n 1. describe the nature of the probable impacts upon local governmental\nunits, including both impacts normally expected from the presence,\nconstruction, operation, maintenance, closure, and post-closure care of\nsuch low-level radioactive waste management facilities and impacts which\nmight result from an emergency or other abnormal or unusual event\nassociated with the ope
