§ 23-2311. Reports.\n The commissioner shall in consultation with the commissioners of the\nstate energy office and transportation, submit a report to the governor\nand legislature not later than April first of each year, containing, but\nnot limited to, the following information:\n 1. The amount of lubricating oil sold throughout the state in the\nprevious year;\n 2. The amount and location of used oil collected and the amount\nreceived in the previous year;\n 3. The significance of used oil as a contributor to air and water\npollution and other environmental problems;\n 4. The problems of the oil rerefining industry in carrying out the\npurposes of this title, and possible solutions thereto, including but\nnot limited to, new technological requirements, marketing techniques and\ndef
