§ 21-1705. Consent of the congress.\n The Governor is hereby authorized to apply, on behalf of the state of\nNew York, to the congress of the United States for its consent and\napproval to the aforesaid compact; but, in the absence of such consent\nand approval, the Delaware river basin water commission shall have all\nof the powers which the commonwealth of Pennsylvania and the states of\nNew Jersey and New York (and the State of Delaware if and when it\nbecomes a signatory state) may confer upon it without the consent and\napproval of the congress.\n
