§ 8-102. Definitions. For the purposes of this article, the following\nwords and phrases shall have the following meanings unless a different\nmeaning is plainly required by the context:\n 1. "Municipality." Any county, city, town, village, school district,\ndistrict corporation, public authority or the port authority of New York\nand New Jersey to the extent its facilities are located within the state\nof New York.\n 2. "Existing buildings." Any building, other than a residence or\napartment building, whose operation requires on the average in excess of\n5000 kwh of electricity per month for lighting purposes in any twelve\nmonth period and which was in existence or under construction, or for\nwhich an application for a building permit was made and plans filed in\nthis state on or be
