§ 18-101. Definitions. As used in this article, unless the context\notherwise requires:\n 1. "Commissioner" means the commissioner of environmental\nconservation.\n 2. "Board" means the state board on temporary nuclear waste repository\nsiting established by section 18-105 of this article.\n 3. "Application" means an application for a certificate.\n 4. "Certificate" means a temporary nuclear waste repository siting\ncertificate issued pursuant to the provisions of this article.\n 5. "Person" means any individual, partnership, association,\ncorporation, public benefit corporation, municipality, political\nsubdivision, governmental agency (including any agency of the federal\ngovernment), trust, estate, or other legal entity.\n 6. "Municipality" means a county, city, town or village
