§ 251. Penalties for fraud and abuse.
1.Any person who knowingly\nmakes a false statement or representation, or who by deliberate\nconcealment of any material fact, or by impersonation or other\nfraudulent device, obtains or attempts to obtain or aids or abets any\nperson to obtain any benefit under this title to which he or she is not\nentitled, shall be guilty of a class A misdemeanor.\n 2. Any person who, having made application to receive any benefit\nunder this title for the use and benefit of another and having received\nit, knowingly and willfully converts such benefit or any part thereof to\na use other than for the use and benefit of such other person, shall be\nguilty of a class A misdemeanor.\n 3.
