§ 609. Tuition, aid and placement report. In academic year two\nthousand sixteen--two thousand seventeen, all non-public institutions of\nhigher education, recognized and approved by the regents of the\nuniversity of the state of New York, which provide a course of study\nleading to the granting of a four year post-secondary degree or diploma,\nexcept for a non-public degree-granting institution that does not offer\na program of study that leads to a baccalaureate degree, or at a\nregistered not-for-profit business school qualified for tax exemption\nunder section 501(c)(3) of the internal revenue code for federal income\ntax purposes that does not offer a program of study that leads to a\nbaccalaureate degree, shall report to the senate and assembly chairs of\nthe higher education commi
