§ 4451. Powers of the department with respect to gifted pupils.\nSubject to the availability of funds, the state education department is\nhereby authorized and empowered to assist districts in meeting the\neducational needs of gifted pupils through the following:\n 1. provide information to school districts concerning development of\nprograms, curriculum resources, instructional procedures and strategies\nto identify and encourage gifted pupils;\n 2. provide technical assistance and inservice education for teachers\nand administrators;\n 3. maintain a record of programs available, and make this record\navailable for public inspection;\n 4. develop, maintain, and distribute a handbook for parents of gifted\npupils.\n
