§ 130. Legislative findings and objectives. The legislature hereby\nfinds and declares that:\n 1. small-business has been a major positive factor in the political,\neconomic and social development of the state;\n 2. the future welfare of the state depends on the continued\ndevelopment of small-business;\n 3. the state has a responsibility to assist in small-business\ndevelopment in furtherance of the general welfare.\n
