§ 702-a. Appointment of special assistant district attorneys during a\nperiod of civil disorder.
1.Notwithstanding any provision of law to the\ncontrary, a district attorney in any county, including any county within\nthe City of New York, may, during a period of civil disorder, or as the\nresult thereof, appoint one or more special assistant district\nattorneys, without compensation, and without regard to any requirements\nof law as to residence or limitation in number of such special assistant\ndistrict attorneys.\n 2. Such district attorney shall, prior to the appointment of any such\nspecial assistant district attorney, file in the office of the county\nclerk of the county in which he was elected, a certificate of necessity\nstating that, during, or as a result of, a period of civi
