§ 391-a. Notwithstanding any inconsistent provisions of this article,\nor of any other general, special or local law, a county tuberculosis\nhospital may also admit for study and care persons with chronic\nnontuberculous diseases of the chest, subject to rules and regulations\nto be promulgated by the state commissioner of health with the advice\nand counsel of an advisory committee consisting of five members after\nconsultation with the boards of managers of county tuberculosis\nhospitals; provided, however, that any person so admitted or the person\nor agency who or which accepts responsibility for payment for the care\nand treatment of such person shall be charged such amount as fixed by\nthe board of managers of the hospital but at a rate not in excess of the\ndaily cost per patient
