§ 381. The legislative body of a county may, for the convenience of\nthe county, designate certain named county officers and employees to\napply for notary commissions and pay the necessary fees therefor from\ncounty funds. Such payment shall be deemed to be for a county purpose.\nNo fee shall be charged or collected by such officer or employee for any\nnotarial act performed by him.\n
