§ 220-a. Water quality management agency. The board of supervisors or\ncounty legislature, shall have the power to designate a water quality\nmanagement agency for the purposes of water quality management program\noversight. Such agency may, in the discretion of the board of\nsupervisors or county legislature, be an existing county official,\ncounty agency, a group of agencies or officials or other county entity,\nor may be a newly created agency. Such a water quality management agency\nshall be responsible for providing oversight of all water quality\nprograms and related activities in the county. This includes a\ncontinuing assessment of the impact of point and nonpoint sources of\npollution on the waters of the county, and the appropriateness of the\nmonitoring and administrative acti
