§ 220-a. Water quality management agency. The board of supervisors or\ncounty legislature, shall have the power to designate a water quality\nmanagement agency for the purposes of water quality management program\noversight. Such agency may, in the discretion of the board of\nsupervisors or county legislature, be an existing county official,\ncounty agency, a group of agencies or officials or other county entity,\nor may be a newly created agency. Such a water quality management agency\nshall be responsible for providing oversight of all water quality\nprograms and related activities in the county. The water\nquality management agency shall have the responsibility to review and\ncoordinate all activities of county officers, agencies, departments or\nother entities of county government which have a substantial impact on\nor interest in water quality management. The agency shall prepare an\nannual report, which shall be submitted to the county executive, the\nboard of supervisors or county legislature, the New York state\ndepartment of environmental conservation, and where appropriate to a\nregional planning agency. This report shall identify needs of the county\nand document progress in improving water quality management performance.\nThis report shall include but not be limited to the following:\n 1. recommended changes in surface and groundwater classification.\n 2. status and results of water quality monitoring activities.\n 3. status of facilities construction.\n 4. onsite sewage facilities programs.\n 5. hazardous and toxic materials disposal.\n 6. status of point sources control and operation.\n 7. nonpoint source management.\n 8. economic and demographic changes.\n 9. an assessment of water quality condition in the county.\n 10. quantification of needs to improve water quality management.\n 11. findings and recommendations for future programming.\n
