§ 153. Rules of procedure.
1.A power of the county, whether in terms\nvested in the county or in the board of supervisors shall, except as\notherwise expressly provided, be exercised through a local law or\nresolution duly adopted by the board.\n 2. A majority of the whole number of the members of the board of\nsupervisors shall constitute a quorum for the transaction of business,\nbut a less number may adjourn.\n 3. Each local law or resolution shall have a title prefixed concisely\nstating the contents.\n 4. Whenever in this chapter or other general, special or local law,\nthe board of supervisors is authorized or required to act, and no\nproportion of the voting strength for such action is otherwise\nprescribed, such action shall be taken by the affirmative vote of a\nmajority of
