§ 103. Repeal of resolution by board. Not less than twenty days prior\nto the election at which a resolution is to be voted upon by the\nelectors of the county for approval or disapproval, the board of\nsupervisors may, except as otherwise expressly provided in subdivision\nfour of section one hundred one, reconsider its action thereon and\nrepeal such resolution, whereupon the proposition for its approval shall\nnot be submitted at such election, or, if submitted, the vote of the\nelectors thereon shall be without effect.\n
