§ 647. Judicial review. The refusal by the superintendent of an\noriginal license, in the case of an applicant which, prior to January\nfirst, nineteen hundred sixty-three, and upon the date of filing such\napplication, has lawfully been engaged in this state in the business of\nselling or issuing checks or of receiving money for transmission or\ntransmitting the same, and in all cases the suspension or revocation of\nany license by the superintendent, shall be subject to judicial review\nin the manner in such cases made and provided by law.\n
