§ 96-s. Rules and regulations. The commissioner is hereby authorized\nto enact, amend and repeal rules and regulations necessary to carry out\nand give full force and effect to the provisions of this article.\n The commissioner is hereby authorized to adopt, insofar as\nappropriate, the regulations, from time to time promulgated under such\nfederal act or acts, and to change or amend the regulations promulgated\nunder this chapter so as to conform, insofar as appropriate, to those\npromulgated under the federal meat inspection act and all acts\namendatory thereof and supplementary thereto, particularly the wholesome\nmeat act.\n The commissioner shall hold a public hearing upon a proposal to\npromulgate any new or amended regulations under this article, except in\nthe case of a propos
