§ 517. Penalties. Notwithstanding the provisions of any law to the\ncontrary, except section five hundred sixteen of this article, the\nfailure to comply with a requirement of this article, a rule or\nregulation promulgated thereunder, or the research agreements entered\ninto by those conducting department authorized research may be\npunishable by a civil penalty of not more than one thousand dollars for\na first violation; not more than five thousand dollars for a second\nviolation within three years; and not more than ten thousand dollars for\na third violation and each subsequent violation thereafter, within three\nyears.\n
