§ 19. Publication of rules. Every rule or regulation enacted by the\ncommissioner pursuant to the provisions of this chapter and intended to\nhave the force of law shall be promptly published once in the New York\nstate bulletin, published by the department of state pursuant to section\none hundred sixty of the executive law. A copy of every such rule or\nregulation certified by the commissioner, a deputy commissioner or the\nsecretary of the department shall be promptly filed with the secretary\nof state. Every such rule or regulation shall take effect twenty days\nafter such filing, unless some other date of taking effect shall be\nprescribed by the commissioner.\n
