§ 141. Certification.
1.Certification in this state shall be by the\nstate college of agriculture, or by the department of agriculture and\nmarkets, or by such other agency as the commissioner of agriculture and\nmarkets may designate. This designated agency may cooperate with other\nofficially recognized certification agencies in the certification of\nseeds.\n 2. The commissioner, after consultation with the dean of the state\ncollege of agriculture, or, in the case of tree seeds with the president\nof the state university of New York college of environmental science and\nforestry, shall adopt and promulgate appropriate standards for the\ncertification of seed.\n
