§ 101. General powers. The board of supervisors of any such county\nshall be the legislative and policy determining body of the county and\nshall, except as otherwise expressly provided in the alternative form\nadopted by the county, continue to be vested with all the functions,\npowers and duties of the county and of the board of supervisors as now\nor hereafter provided by law.\n
