§ 8.05. Objectives. The New York state writers' institute shall:\n 1. Establish an arts and cultural program for the study of creative\nwriting in the context of literary criticism, the humanities and other\ncreative arts;\n 2. Hire such writers, artists and other personnel as may be necessary\nfor programs, courses, workshops, lectures and readings to encourage the\ndevelopment of writing skills in all phases and genres of writing\nincluding fiction, non-fiction, poetry, journalism, playwriting and\nscreenwriting;\n 3. Offer such scholarships, grants and awards in writing as may help\ndevelop the talent of writers and the craft of writing;\n 4. Offer programs for teachers and high school students in New York\nthat will serve to train them in the craft of writing and demonstrate it\n
