§ 252. Division of milk control. There shall be in the department a\ndivision to be known as the division of milk control. The head of the\ndivision shall be a director who shall be appointed by the commissioner\nand serve during his pleasure. The functions, powers and duties of the\ndepartment, as provided by this article, and by article four of this\nchapter, shall be exercised and performed therein by and through the\ndivision of milk control. The commissioner may delegate any of his\npowers to, or direct any of his duties to be performed by the director\nof the division of milk control.\n
