An applicant for an initial certificate as an exchange enrollment facilitator must: 1. Be a natural person of not less than 18 years of age; 2. Apply on a form prescribed by the Commissioner; 3. Pass a written examination established by the Commissioner by regulation; 4. Successfully complete a course of instruction established by the Commissioner by regulation; 5. Submit fingerprints as required pursuant to NRS 695J.120 ; and 6. Pay the nonrefundable:
