Text
The Division shall, subject to the supervision of the Commission, administer this chapter. The Commission shall adopt guidelines for county programs and regulations necessary thereto, but these standards and regulations must be adopted only after consultation with and approval of the county director of each program being so administered. These standards and regulations must support and maximize local responsibility for and control of county programs within the framework of general guidelines.
