The Director shall collect a fee of $10 for the issuance of a permit for the establishment, maintenance and operation of a junkyard any portion of which is within 1,000 feet of the nearest edge of the right-of-way and visible from the main-traveled way of an interstate or primary highway. The proceeds from such fees must be deposited with the State Treasurer and credited to the State Highway Fund in the State Treasury.
