Whenever the board of county commissioners shall decide that the boundaries of any road district are so indefinite upon the records of the county as to make it impossible to decide in which road district certain properties or residences may be located, the board shall proceed to establish new boundaries for such road district as it shall deem best and for the welfare of the county.
