The three Nevada State Commissioners, acting jointly: 1. Shall:

(a)Choose from among Nevada residents who apply for a program administered by the Nevada Office, and have at least 1 year’s residence in this state immediately before applying for the program, those most qualified to participate in a program administered by the Nevada Office.
(b)Compile a list of Nevada applicants for programs administered by the office of the Western Interstate Commission for Higher Education established pursuant to Article 7 of the Compact and transmit the list to that office. 2. May enter into any reciprocity agreement, including, without limitation, the State Authorization Reciprocity Agreement as implemented by the Western Interstate Commission for Higher Education, for the purpose of authorizing a post
