Except as otherwise provided in NRS 390.420, the provisions of NRS 390.350 to 390.430, inclusive, are intended to be directory and preventive rather than punitive. The provisions of NRS 390.350 to 390.430, inclusive, do not abrogate or decrease the effect of any of the provisions of NRS that define crimes or prescribe punishments with respect to the conduct of school officials.
