The Board is authorized and empowered to: 1. Design, establish, and operate the Nevada Employee Savings Trust Program; 2. Enter into contracts necessary or desirable for the administration of the Program, including, without limitation, contracts with one or more other states to:

(a)Provide for the administration of all or part of the Program by another state;
(b)Administer all or part of the qualified employee savings trust program of another state; or
(c)Jointly administer the Program with the qualified employee savings trust program of one or more other states; 3. Hire, retain and terminate third party service providers as the Board deems necessary or desirable for the Program, including, without limitation, nonprofit organizations, consultants, investment managers or advisers, truste
