As used in NRS 267.010 to 267.140, inclusive: 1. “Commission form of government” means any form of municipal government not contrary to the Constitution and laws of the United States wherein either:

(a)Both legislative and administrative authority is exercised by the same governing body, members of which are elected by the qualified electors of a city; or

(b)All powers of the city are vested in a governing body, members of which are elected by the qualified electors of the city, which enacts local legislation, adopts budgets, determines policies, and appoints a city manager, who executes the laws and administers the municipal government. 2. “Commissioners” means city commissioners or city council members.
