A district may cooperate with a person to: A. accept legitimate contributions or liens securing obligations of the district from the person with respect to the financing, construction, operation or maintenance of a regional transit system and, in connection with a loan or advance, enter into contracts establishing the repayment terms; B. enter into contracts regarding the financing, construction, operation or maintenance of a specified regional transit system; C. enter into joint operating contracts concerning a regional transit system; D. acquire easements or rights of way for a regional transit system; and E. designate a regional transit system as part of the state highway system, a county highway system or a municipal highway system if the person with jurisdiction over the applicable hi
