applicable; mailing ballots; preparation and care of ballots. A. The board of county commissioners shall thereupon cause notice, embodying the orders in substance, signed by the chairman of the board of county commissioners and the clerk of the board, to be issued and published, giving public notice of the election, the time and place thereof and of the matters submitted to the vote of the electors. The notice and order shall be published once each week for four consecutive weeks prior to the election in a newspaper of general circulation in the county in which there are any lands proposed to be embraced in the district. At the election or elections held under the provisions of this act, the following persons shall be deemed qualified electors, and none others:

(1)all resident freeholders
