public officer not required prior to issuance of bonds.] No notice, consent or approval by any governmental body or public officer shall be required as a prerequisite to the sale or issuance of any water revenue bonds or the making of a mortgage under the authority of this 1959 act [72-4-2 to 72-4-12 NMSA 1978], except as provided in this 1959 act.
