§ 72-10-5 — [Petition to county commissioners to build reservoirs;

corporation.] Whenever said inhabitants shall have necessity to build such reservoirs or ponds of water they shall make a petition to the county commissioners of their county, with no less than one hundred signatures, which shall be constituted into a corporation to build such reservoir or pond.
