As used in the Collection Agency Regulatory Act: A. "division" means the financial institutions division of the regulation and licensing department; B. "director" means the director of the division or a duly authorized agent designated by the director; C. "collection agency" means a person engaging in business for the purpose of collecting or attempting to collect, directly or indirectly, debts owed or due or asserted to be owed or due another, where such person is so engaged by two or more creditors, or a person engaging in the business the principal purpose of which is the collection of debts.
